Actualmente, más que nunca el logro del desarrollo sostenible y una RRD exitosa a través de la aplicación del Marco de Sendai para la Reducción del Riesgo de Desastres 2015-2030 dependen de la coherencia de las políticas en todos los sectores, mientras que se vela por que exista una armonización entre la reducción del riesgo de desastres y las acciones climáticas. Al monitorear las metas y los indicadores afines del Marco de Sendai, esta oficina fomenta sinergias entre la RRD, el cambio climático y en última instancia el desarrollo sostenible.

La fuerte rendición de cuenta es uno de los pilares del Marco de Sendai para la Reducción del Riesgo de Desastres. Uno de los pilares fundamentales del Marco de Sendai para la Reducción del Riesgo de Desastres 2015-2030 es la rendición de cuentas. La oficina de UNDRR en Bonn presta apoyo al proceso de monitoreo de la implementación del Marco de Sendai a través de las 7 metas y sus 38 indicadores, al igual que sus dimensiones afines, lo cual se refleja en los Objetivos de Desarrollo Sostenible 1, 11 y 13.

La oficina de UNDRR en Bonn ofrece orientación a las oficinas regionales para que presten un mayor apoyo a los gobiernos, a medida que estos envían sus informes sobre los avances logrados en menos pérdidas de vidas, el número de personas que resultan afectadas por los desastres, las pérdidas económicas que estos ocasionan y los daños a infraestructuras críticas. Esta oficina ofrece apoyo mediante su interacción con diversas organizaciones técnicas, tanto dentro como fuera de las Naciones Unidas, y a través de la documentación relativa a guías técnicas, paquetes de capacitación y otras iniciativas relacionadas con datos e información.

La oficina de UNDRR en Bonn contribuye a que los países identifiquen los avances logrados en la aplicación de las metas y los indicadores de los ODS que se relacionan con la reducción del riesgo de desastres, mientras al mismo tiempo fomenta la coherencia entre la RRD y los esfuerzos de adaptación al cambio climático. Asimismo, la oficina en Bonn recurre a los esfuerzos en marcha, tanto a nivel nacional como local, para promover aún más la coherencia en la implementación de los marcos globales existentes. Al establecer sinergias en la aplicación de la meta E del Marco de Sendai y los planes nacionales de adaptación, los países tienen la oportunidad de velar por la coherencia entre las políticas y las prácticas para la reducción del riesgo de desastres, las acciones climáticas y el desarrollo sostenible.
 

Disaster losses and damages tracking

UNDRR and partner organisations support countries in monitoring their progress in reducing losses and damages at national and sub-national levels through a publicly-accessible DesInventar disaster information management system. DesInventar has been the basis for national disaster losses and damages databases in about 110 Member States. National databases provide a comprehensive picture of human, economic and infrastructural losses with granularity of data down to subnational levels in alignment with relevant targets and indicators of the Sendai Framework and facilitating recording relevant data disaggregation.

Aware of the emerging user needs and the existence of modern solutions, UNDRRUNDP and WMO are collaborating to develop a new hazardous event and disaster losses and damages tracking system. The new system will replace the existing DesInventar with a more comprehensive and interoperable tracking system that will cover both hazardous events, as well as disaggregated losses and damages at localized scales.
