Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.
This project position, created in the context of the Regional Capacity Enhancement initiative, is based in Almaty and will report to the Deputy Chief of the UNDRR Regional Office for Europe and Central Asia in Brussels.
Responsibilities
Under the direction supervision of the Deputy Chief of the Regional Office, and within delegated authority, the Programme Officer will be responsible for the following duties:
- Participates in the development, coordination, implementation and evaluation of programmes and projects implemented by UNDRR in the Region with focus on Governance and country support (with particular focus on but not limited to Central Asia).
- Coordinates activities aiming at supporting national and local governments in implementing the Sendai Framework in ROECA with focus on the Governance priority of the Sendai Framework, its linkages and coherence with the other three priorities (e.g. Risk Knowledge, DRR Financing and Preparedness, Early Warning Systems and building back better).
- Provides support to the implementation of the Central Asia DRR Strategy and Roadmap and strengthening sub-regional governance through close cooperation with the Centre for Emergency Situations and Disaster Risk Reduction and in close cooperation with the five countries in Central Asia.
- Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Performs consulting assignments, in collaboration with relevant counterparts, by planning and facilitating workshops at regional, sub-regional and national levels, through other interactive sessions and assisting in developing the action plan the client will use to manage the change, especially for improving risk governance and strengthening financing DRR.
- Researches, analyzes and presents information gathered from diverse sources.
- Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, talking points, inputs to publications, etc.
- Provides substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparing documents and presentations, etc.
- Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities, participating in the production of materials for print/electronic/voice/visual media to support the visibility of UNDRR initiatives.
- Participates in or leads field missions in the five countries of Central Asia, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Performs other duties as required.

Education
An advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics, political science, international relations, public administration, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.
Experience in resource mobilization, partnerships building, public information, communication, advocacy campaigns or related area is desirable.
Experience in disaster risk reduction is desirable.
Experience in the United Nations or a similar international organization is desirable.
Experience in management and coordination of regional partnerships is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and Russian is required. Knowledge of another official United Nations language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
