Early warning and early action in Samoa
This publication highlights Samoa’s leadership in building effective, inclusive early warning and early action systems. With well-structured governance linking national agencies to village councils, Samoa has become a regional model for community-driven disaster preparedness. The country’s pioneering work in multi-hazard early warning, disaster risk financing, and women’s leadership demonstrates how coordinated systems can save lives and strengthen resilience. Under the global Early Warnings for All initiative, Samoa is finalising its national roadmap to enhance forecasting, communication, and anticipatory action across all hazards. The publication showcases how Samoa’s experience offers valuable lessons for advancing early warning systems across the Pacific.
