HNPW 2026: Strengthening early warning systems in fragile, conflict and violence-affected contexts

Background
Countries affected by fragility, conflict and violence (FCV) are among the most climate-vulnerable, yet often have the lowest coverage of multi-hazard early warning systems. Disrupted governance, access constraints, protection risks and displacement continue to leave millions of people beyond the reach of timely and trusted warnings.
At Humanitarian Networks and Partnerships Weeks (HNPW) 2026, UNDRR, together with WMO, ITU, IFRC and IOM, will convene an online briefing to explore how early warning and early action can be strengthened in FCV contexts.
Session objectives
The session will:
- Build on lessons from regional workshops in Africa and Asia-Pacific
- Highlight barriers to timely, trusted and actionable warnings in FCV settings
- Share practical, scalable solutions, including decentralised monitoring and low-tech communication approaches
- Explore linkages between Early Warning Systems, Anticipatory Action and displacement
- Identify priority actions and fit-for-context financing opportunities to accelerate EW4All in complex environments
