Background

The International Strategy for Disaster Reduction (ISDR) is a multi-disciplinary and multi-stakeholder platform to enable societies to increase their resilience to natural, technological and environmental disasters and to reduce associated environmental, human and economic and social losses. A range of United Nations organizations and international partners participate in cooperation with Governments and civil society organizations. In adopting ISDR, the United Nations General Assembly (Res/54/219) also endorsed the establishment of the ISDR secretariat (UNISDR).

The main functions of the secretariat are policy coordination, advocacy and information/knowledge management, at the international and regional levels, to ensure synergy between disaster reduction strategies and those in the socio-economic and humanitarian fields

In support to national coordinating mechanisms for Disaster Risk Reduction (National Platform), the UNISDR Secretariat has published “Guidelines for National Platforms for Disaster Risk Reduction” in all five UN languages. To better service lusophone countries, UNISDR intends to translate the document in Portuguese, seeking the services of an experienced translator.

Duties and Responsibilities

Assist the Advocacy and Outreach Unit in Geneva by translating the ISDR “Guidelines for National Platforms for Disaster Risk Reduction” from either English or French to Portuguese, respecting ISDR terminology for Disaster Risk Reduction. (The French version has approx. 5700 words, the English version approx. 4992 words).

Organizational Setting and Reporting Relationships:

This is a home-based activity, carried out for the UNISDR Advocacy and Outreach Unit (AOU), based in Geneva, Switzerland. The consultant will report to AOU’s Programme Officer for National Platforms.

Results expected

The UNISDR secretariat’s publication “Guidelines for National Platforms for Disaster Risk Reduction” is translated from English or French into Portuguese by 27 March 2009 respecting the highest Portuguese language standards and transcribing habitual ISDR terminology for Disaster Risk Reduction.

Competencies

Professionalism - Ability to manage processes, maintain records in a systematic fashion, interpret/analyze a wide variety of data, and identify/resolve data discrepancies and activity problems. Knowledge of issues related to disaster risk reduction and/or development.

Planning and Organizing - Demonstrate effective organizational skills and ability to handle work in an efficient and timely manner.

Technological Awareness - Fully proficient computer skills, particularly in using relevant information databases, internet services, contact sources.

Communication - Ability to write in a clear and concise manner and to communicate effectively orally. Be able to make external contacts when necessary.

Qualifications

Education: University degree in linguistics, communications, journalism, publishing, translation, interpretation or other relevant degree in combination with recognized professional experience in the field of Disaster risk reduction.

Experience: At least 5 years of continuous, broad and versatile professional experience in translating, communication, journalism, public relations, international relations, or other relevant experience in the field of disaster risk reduction, qualifying for this position.

Language skills: Native Portuguese speaker and very good skills in English and/or French

IT-skills: Advanced computer usage skills, in particular, familiarity with MS Office-Word, Internet, e-mail applications etc.

Specialised knowledge and experience:

-  Basic knowledge of disaster risk reduction-related terms;
-  Familiarity with international and national development agencies and disaster risk reduction is an asset.
