Org. Setting and Reporting

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNISDR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNISDR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNISDR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

The position is located in the Regional office for Europe, in Brussels. The Programme Management Officer reports to the Chief of office.

Responsibilities

Within delegated authority, the incumbent will be responsible for the following duties:

Under the guidance and supervision of the Chief of the Regional Office, supports Member States in the region to translate the Sendai Framework for Disaster Risk Reduction into national and local strategies and plans for disaster risk reduction. In collaboration with UNISDR headquarters colleagues responsible for the implementation and monitoring of the Sendai Framework, supports the rollout of the on-line monitoring system in the region to track progress in national implementation of Sendai Framework for disaster risk reduction. Serves as a focal point for Sendai Framework monitoring in the region and contributes a regional perspective and lessons learned to a global UNISDR community of practice on monitoring and reporting on the implementation of Sendai Framework.

Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. Upon delegation from the Chief of the Regional office, participates in regional or national meetings on the implementation and monitoring of the Sendai Framework in the regional, provides programmatic/substantive expertise, and holds programmatic/substantive and organizational discussions with representatives of other institutions. Drafts written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. to present progress and lessons learned in implementing and monitoring of the Sendai Framework in the region.

Identifies capacity development needs in the region and provides, under the overall guidance of the Chief of the Regional Office, substantive input to the Chief of Global Education and Training Institute (GETI) to effectively support the strengthening of the capacity of member states and key partners in the region to monitor and report on progress in implementing the Sendai Framework for Disaster Risk Reduction.

Contributes at his/her level to programmatic/administrative tasks necessary for the functioning of the Regional office, including project management tasks, preparation of work plans and budgets, and monitoring and reporting on budget/programme performance in the context of results-based management. Ensures that the outputs produced meet high-quality standards; that reports are clear, objective and based on comprehensive data; and that they comply with relevant organizational mandates.

Carries out other duties as assigned by the Chief of the Regional Office.

Education

Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area, building strategic alliances and partnerships is required. International work experience is required. Experience in disaster risk reduction is required, preferably for at least two years. Experience working in geographically dispersed teams is desirable. Experience advocating with governments and other stakeholders on critical issues is an asset.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of Russian is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
