Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. The position is being recruited to support UNDRR’s engagement in the establishment and management of the Centre of Excellence on Disaster and Climate Resilience, led by UNDRR and the World Meteorological Organisation. The Centre aims to convene climate and disaster risk thought leaders and practitioners to address science to services, joint research, policies, and capacity strengthening to achieve comprehensive disaster and climate risk management at the global, regional, nation and sub-national level.

This position is located in the UNDRR Office in Geneva, Switzerland. The Programme Officer will report to the Chief, Risk Knowledge, Monitoring and Capacity-Development Branch, under the overall supervision of the Director of UNDRR.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

Develops, implements and evaluates assigned programmes/projects associated with UNDRR’s engagement in the newly formed UNDRR/WMO Centre of Excellence on Disaster and Climate Resilience including monitoring and analyzing programme/project development and implementation; reviewing relevant documents and reports; identifying problems and issues to be addressed and initiates corrective actions; liaising with relevant parties; ensuring follow-up actions.

Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the road map and the action plan the client will use to manage the change.

Researches, analyzes and presents information gathered from diverse sources and supports the development of Centre of Excellence publications and reports.

Coordinates policy development, including the review and analysis of disaster and climate related issues and trends, preparation of evaluations or other research activities and studies.

Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

Initiates and coordinates outreach activities related to the Centre of Excellence; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.

Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Keeps the Regional Offices informed about the Centre of Excellence Road Map implementation and its deliverables.

Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent degree) in international relations, business administration, management, economics, environment or a related social or physical science field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.

Demonstrated experience in climate change and disaster risk reduction related policy and programming is desirable.

Experience in establishing and managing networks is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
