Background:

The International Strategy for Disaster Reduction (ISDR) is a multi-disciplinary and multi-stakeholder platform to enable societies to increase their resilience to natural, technological and environmental disasters and to reduce associated environmental, human, economic and social losses. A range of United Nations organizations and international partners participate in cooperation with Governments and civil society organizations.

The implementation of the ISDR is supported by a secretariat lead by the Special Representative of the Secretary-General for Disaster Risk Reduction. The secretariat main functions are policy coordination, advocacy and information management, at the international and regional levels, to ensure synergy between disaster reduction strategies and those in the socio-economic and humanitarian fields.

In January 2005, the World Conference on Disaster Reduction (WCDR, 18-22 January 2005, Kobe, Hyogo, Japan) adopted the Hyogo Declaration and the Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters adopted at the WCDR. The Hyogo Framework (HFA) constitutes the essential guide for implementation of the International Strategy for Disaster Reduction and represents the key policy framework for reducing risk and to strengthen community resilience.

Functions/Responsibilities:

Under the overall guidance of the Head of Disaster Preparedness and Prevention Initiatives for South Eastern Europe (DPPI SEE) and in collaboration with UNISDR and the World Bank, in order to contribute to the implementation of the South Eastern Europe Disaster Risk Mitigation and Adaptation Programme (SEEDRMAP) the Consultant will, within delegated authority, be responsible for the following objective and tasks:

Main objective: Review the current situation of DRR initiatives in SEE in order to develop an effective bi-annual workplan for DPPI SEE; this will include identifying the human, financial and physical resources needed and indicators to track progress, outputs and impact ofDPPI’s implementation of the workplan.

Specific tasks:

a) Review the current situation and initiatives concerning disaster risk reduction and management in SEE: this includes:
-  Review current publications and documents concerning DPPI SEE and DRR in the region.
-  Mapping the actors that have developed and are developing DRR projects and programmes at national and regional level. This includes mapping:
• Implementing organizations (Government, UN, NGOs etc…) of DRR initiatives at regional/national level (by country)
• Donor organizations that are investing in DRR in SEE at regional and national level (such as WB, NATO, EC, OFDA etc..) including magnitude of investments for the region and each country.
• The mapping shall be reported as a matrix and will include fields and information as per template used in the HFA reporting documents.

b) Report findings of the review instep a;

-  Produce a report with the finding of the review The report shall include also an identification of synergies, duplications and gaps of the current DRR initiatives in SEE.
-  Prepare a presentation for UNISDR and DPPI SEE on the findings of the review phase.

Qualifications

Education: University postgraduate degree in Social Science, Economics, Management or other relevant field or the equivalent combination of work experience/education for the assignment (specify)

Experience: Minimum of five years of progressively responsible professional experience in programme and project management including planning, monitoring and reporting.

And in particular:

• Experience in Results-Based Management
• Proven record of experience in planning and developing multi-sectoral workplans at national and regional level
• Experience in monitoring and evaluation of programmes at regional and national levels.
• Familiarity with Disaster Risk Management (DRM) and Disaster Risk Reduction (DRR) concepts and practice.
• Previous working experience in South Eastern Europe countries is highly preferred.

Language: English, Knowledge of South Eastern Europe region languages is a plus
