Duties and Responsibilities

1. Prepare a work plan for the consultancy
2. Develop an M&E system for the AWP 2021-2025, particularly the:
a. Framework, process and system
b. Indicators and metrics of relevant outcome, outputs or components of the plan
c. Content/ Chapter to be incorporated in the AWP 2021-2025
d. Guiding documents for ASEAN Secretariat and the ACDM
e. Online M&E system/tool for DMHA/ ACDM
3. Provide a methodology for:
a. Monitoring implementation of the AADMER Work Programme 2021-2025, adapting online and offline tools to track delivery of inputs and its outputs.
b. Define indicators for the monitoring and evaluation programme and adapt it to work at national and local levels; Upon definition of the indicators, conduct a baseline assessment and measurement of existing data
c. Ensure gender and vulnerable populations are considered in the monitoring and evaluation process and throughout AADMER Work Programme 2021-2025 activities.
4. Participate in the drafting process of the AWP 2021-2025
5. Prepare for relevant meetings and presentations
6. Support to coordinate the activities leading to the adoption of the AADMER Work Programme 2021-2025.
7. Perform other assigned tasks relevant to the conduct of the consultancy work

Qualifications/special skills

Academic Qualifications: Master’s degree in disaster management, or other social sciences such as development studies, public policy or any other related fields is required. Background in information technology is desirable.
Experience: Minimum 10 years of relevant work experience with progressive professional responsibility in areas related to disaster risk reduction is required.
Experience in monitoring and evaluation is required.
Experience in drafting and documentation is desirable. Sound knowledge on ASEAN is an asset.
Language: Fluency in English is required.

Additional Information

Background:

The ASEAN Agreement on Disaster Management and Emergency Response (AADMER) demonstrates ASEAN's strong commitment to reduce disaster losses in the region and to jointly respond to emergencies. Signed by the Foreign Ministers of ASEAN in Vientiane, Lao PDR in July 2005, just a few months after the 2004 Indian Ocean Tsunami, AADMER captured the enormous experience of the individual ASEAN Member States and ASEAN as a region in disaster risk reduction.
The AADMER has been implemented through its Work Programmes, i.e. AADMER Work Programme 2010–2015, AADMER Work Programme 2013–2015, and currently AADMER Work Programme 2016–2020. There has been a continuous transformation into the development of the AADMER Work Programme. Its targets include the regional capacity and cooperation mechanisms to response mechanism (i.e. the establishment of the AHA Centre in 2011), to strengthen cooperation in disaster risk management through key projects implementation (21 Concept Notes), and to achieve the ASEAN Vision 2025 on Disaster Management in the current Work Programme (8 Priority Programs).
As of this stage, it is important to understand the level of accomplishment towards the ASEAN Vision 2025 on Disaster Management and ASEAN 's international role in disaster management and emergency response under the spirit of One ASEAN One Response within and outside the region. Taking into consideration that the AADMER Work Programme 2016–2020 will enter its final year of implementation in 2020, it is important to start thinking of key driving forces, aspirations and objectives of ASEAN resilience and its cooperation process which put the people at the centre of its activities.
The AADMER Work Programme 2021–2025 shall highlight a whole-of-society approach, and chart a comprehensive direction for ASEAN cooperation in its concerted efforts with other ASEAN mechanisms and international actors in the areas of disaster management, emergency response and humanitarian assistance. Consultation and drafting process for developing the new AADMER Work Programme 2021 –2025 shall also serve as a platform for the final review of the implementation of the Work Programme 2016–2020, and as such, the entire drafting process would require more comprehensive approach by taking forward the result of current program evaluation while identifying future trends for program development.
The UN Office for Disaster Risk Reduction (UNDRR) supports and collaborates with the ASEAN Secretariat and organs as part of the ASEAN-UN Joint Strategic Plan of Action on Disaster Management 2016-2020 (JSPADM), which is aligned with the AADMER Work Programme. UNDRR leads the Prevention and Mitigation Pillar of the JSPADM. As part of this cooperation, UNDRR will support the development of the new AADMER Work Programme 2021-2025.

Scope of Work:

The Consultant will work in close collaboration with the ASEAN Secretariat, the Task Force and Planning Team for the Development of the AADMER Work Programme 2021-2025.
With a strong IT background and ASEAN experience, the consultant will be responsible for the design and establishment of a Monitoring & Evaluation process and system for the WP 2021-2025, develop metrics and indicators, review the progress of previous programmes, track the current activities and their progress, objectively verify the outcomes and impact of the AADMER Work Programmes, and learn lessons that can be fed into future interventions.
From the M&E system in the WP 2021-2025, the consultant will develop an online system for the ASEAN Secretariat to be used also by the ACDM and the NDMOs in order to organize and automate the tracking the progress of the implementation of the WP 2021-2025 and its eventual implementation.
Overall, this Monitoring and Evaluation system will be a strategic tool in the hands of Member States and ASEAN Secretariat to enable them to assess the overall role and impact of the AADMER Work Programme 2021-2025, make strategic decisions, and generate knowledge to support decision-making.
