Duties And Responsibilities

1. Provide substantive support, in cooperation with UNISDR Americas, to the coordination and articulation of activities, consultative processes and dialogues of the project "Implementing the post 2015 International Disaster Risk Reduction Framework at the local, national and regional level in the Caribbean Region" developed in the context of the 2015- 2016 Humanitarian Implementation Plan (HIP) 2015-2016 of DIPECHO in the Caribbean.

2. Along with personnel of UNISDR Americas, ECHO Latin America and Caribbean,
DIPECHO partners and corresponding national authorities, support the development of a
common regional agenda for DRR which includes:

  • The promotion and implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030;
  • The promotion and implementation of activities, events, consultative processes and products
  • to be developed and carried out by authorities and partners;
  • The promotion and encouragement of the use and dissemination of the tools and knowledge produced by the DIPECHO projects among national and other relevant DRR stakeholders;

3. Contribute with inputs based on the Sendai Framework for DRR, to align regional
strategies/plans of action: the Caribbean Disaster Emergency Management Agency
(CDEMA)'s Comprehensive Disaster Management (CDM) Strategy 2014-2024; as well as the
Association of Caribbean States (ACS)' Disaster Vulnerability Reduction Plan.

4. Serve as liaison officer between National Emergency Management Organizations,
CDEMA, ACS, DIPECHO partners, and UNISDR with regards to the implementation of the
UNISDR DIPECHO Project activities.

5. Support the preparation and dissemination of national DRR country profiles considering
the use of tools generated through the DIPECHO projects.

6.Carry out monitoring and support missions as necessary among the region's countries.

7. Other project activities as requested by UNISDR.

Expected Duration

14 months with the option of extension for 3 months.

Special notice: The necessary permit to work in Barbados is essential.

Result Of Service

1. Provide substantive support to the UNISDR DIPECHO regional project.

2. Facilitate the alignment of the 2 main regional DRR instruments of the CDEMA and ACS,
with the regional and national DRR priorities of the post-2015 framework of DRR resulting in
strengthened processes, policies, plans and programmes at the local, national and regional
levels.

3.Facilitate coordination of activities and actions, articulation, dialogue and communication
with:

  • Regional and national DIPECHO partners of the Caribbean Action Plan 2015-2016.
  • Regional and national organizations including CDEMA and ACS.
  • National authorities.
  • Regional and national DRR experts and organizations.
  • Hyogo Framework for Action (HFA) national focal points in the Caribbean.
  • International organizations working on disaster risk reduction, such as UNDP Barbados and the Eastern Caribbean States, and other relevant UN organizations such as UNESCO, UN
  • Women and other organizations such as IFRC and others.
  • DIPECHO UNISDR Project Coordinator as well as the National Liaison Officer in Haiti,
  • Personnel of ECHO Latin America and Caribbean,
  • Other project partners and project beneficiaries under the DIPECHO Action Plan for the
  • Caribbean 2013-2014.

Qualifications/Special Skills

  • Academic Qualifications: Minimum Advanced University or equivalent experience in social sciences, national resource management, disaster risk management or related fields.
  • Experience: A minimum of at least 6 years of progressive work experience in regional project coordination, intergovernmental processes, disaster risk reduction, climate change, and/or sustainable development
  • Excellent analytical, reporting and communication skills.
  • Experience in leading and facilitating workshops and meetings.
  • Knowledge of UNISDR, DIPECHO programmes (desirable), intergovernmental and DRR processes and platforms at the national and regional levels.
  • Knowledge of the work carried out by the UNISDR Americas office is a plus.
  • Experience in multicultural contexts.
  • Ability to work in highly stressful contexts and under tight deadlines.
  • Language: Excellent English speaking and writing skills. Working knowledge of Spanish and/ or French is a plus.
