Result of service

Develop a Business Model and Plan for the Global Risk Assessment Framework (GRAF) highlighting roles, responsibilities, timelines, budgets and deliverables for GRAF Secretariat, Expert Group, UNDRR and in line with the GRAF Concept Note. This is to be developed in consultation with the above parties.

As part of the business plan, the consultant will formalize, in collaboration with the above-mentioned parties:

  • The mission statement of the GRAF; 
  • The relations between the GRAF Secretariat, the GRAF Expert Group and UNDRR;
  • A proposed structure and budget for the different bodies in support of the mission statement;
  • Key responsibilities and deliverables of the different bodies;
  • Key business processes ensuring the accountability of the different bodies;
  • Financial and staffing planning;
  • Fundraising plan to further develop and sustain the project.

The consultant will deliver a document including the deliverables mentioned above and an executive summary of the business plan.

Duties and responsibilities

Support to the development of a business model and plan as well as the design of key processes that will underpin future phases of the development of the Global Risk Assessment Framework (GRAF) and the role of UNDRR as the Secretariat of that Framework.

UNDRR serves as the Secretariat of the GRAF Expert Group. The Secretariat will perform an executive management and coordination role across all activities through the GRAF development and implementation phases. The GRAF Secretariat will deliver administrative and operational functions to support the meetings and activities of the Expert Group, including facilitating the collaborative working environment.

The key functions of the GRAF Secretariat include:

  • GRAF coordination
  • Internal and external communications
  • Funding and resource mobilization
  • IT management
  • Science and technology support

The GRAF Secretariat will also be responsible for internal communication with other UNDRR branches and units as well as inter-agency coordination mechanisms with the UN system. External communication and IT management will be supported by the Working Group on Communications and IT.

The consultant develops and present a business model, and key business processes, to formalize the role of the GRAF Secretariat vis-à-vis the GRAF Expert Group, the GRAF Working Groups and within UNDRR. The consultant will report to the Programme Officer of the Global Risk Analysis and Reporting (GRAR) unit, with oversight from the Head of Unit who is leading the development and operationalization of the Global Risk Assessment Framework.

Qualifications/special skills

Academic qualifications:

A first level university degree in business administration, public management, risk management, or a related field is required. Professional qualifications in programme design and management, finance, management, or related field is an advantage.

Experience:

A minimum of eight (8) years relevant work experience in business administration, strategy development, organizational design, partnership building and programme development is required. Good knowledge of the working of the United Nations System and its specialized agencies, fund and programmes is an advantage.

Language:

Fluency in spoken and written English is required.
