Moldova strengthens National Disaster Risk Reduction and Climate Adaptation efforts at the first anniversary event

On the first anniversary of the Government of the Republic of Moldova’s approval of the National Disaster Risk Reduction (DRR) Strategy 2024–2030, national stakeholders convened in Chisinau to advance its implementation and strengthen alignment with the National Climate Change Adaptation Programme (NCCAP) through to 2030, driving cross-sectoral dialogue and collaboration to enhance disaster resilience and promote climate action across the country.

Organised by the United Nations Office for Disaster Risk Reduction (UNDRR), the International Organization for Migration (IOM), and the Food and Agriculture Organization of the United Nations (FAO) in cooperation with the Ministry of Environment of the Republic of Moldova, the event underscored Moldova’s commitment to addressing a growing and complex risk environment.

The country continues to face recurrent hazards, such as floods, storms, heatwaves, droughts, seismic risks, and both human-induced and technological threats, which have led to significant socio-economic repercussions. These include losses in agriculture and infrastructure, as well as disruptions to public services and the livelihoods of communities.

“Disaster risk reduction is not a cost — it is a commitment to protecting people, communities, and the future we share," stated Aliona Rusnac, State Secretary of the Ministry of Environment.

“Climate change is no longer a theoretical phenomenon. It directly affects people's lives. Reducing risks and increasing national resilience are becoming essential priorities. Only through cooperation and well-coordinated actions can we build a safer future for the citizens of the Republic of Moldova.” Stated Victor Grosu, State Secretary of the Ministry of Internal Affairs.

“Through its commitment to a coherent, prevention-oriented resilience agenda, Moldova is laying the groundwork for a safer and more climate-ready future, and UNDRR remains a dedicated partner in this endeavour," mentioned Natalia Alonso Cano, Chief of the UNDRR Regional Office for Europe and Central Asia

“IOM, in close collaboration with the Moldovan government and international partners, remains steadfast in its commitment to advancing the integration of migration dynamics into national climate adaptation efforts. We will continue to ensure that migrants, displaced persons from Ukraine, and diaspora communities are actively included in climate change adaptation and disaster risk reduction initiatives,” mentioned Ester Ruiz de Azua, Chief of Mission of IOM Moldova.

“Climate adaptation and disaster risk reduction are two sides of the same coin, especially for Moldova’s agrifood sector, which is highly exposed to hazards like drought and floods. FAO’s focus is on integrating climate-smart practices and sustainable land management directly into the national DRR and CCA strategies. This collaborative platform is essential for ensuring that our resilience efforts protect both the environment and the economic stability of our rural communities,” said Tudor Robu, Assistant FAO Representative in the Republic of Moldova.

The workshop concluded with the Government and development partners reflecting on the discussions and identifying areas to guide strengthened collaboration to advance climate and disaster resilience efforts in 2026.
