Early warnings for all risk knowledge resource package

The Early Warnings for All Implementation Toolkit guides national leads and partners in the rollout of the Early Warnings for All Initiative. It includes the "Rollout Step-by-Step Guide" and all necessary documents and forms to proceed with the development of a multi-hazard early warning system (MHEWS). To enhance risk knowledge in early warning systems, Pillar 1 developed the Risk Knowledge Resource Package. This comprehensive technical toolkit is designed for national and sub-national Early Warning and Early Action stakeholders. The Risk Knowledge Resource Package is part of the Early Warnings for All Implementation Toolkit.

The first pillar of early warning systems is aimed at enhancing national capabilities in collecting, analysing, and utilizing granular, accurate and timely risk information for effective early warning. In the context of the Early Warning for All initiative, facilitated by UNDRR, the effective rollout and implementation of Pillar 1 at the national level requires a dedicated toolkit of practical technical resources, guidelines and materials. 

The Early Warning for All (EW4All) Risk Knowledge Resource Package serves as a comprehensive tool designed to strengthen and improve risk knowledge in countries, providing a robust basis for contextualising and risk-informing early warnings and early action. The Resource Package aims to empower national stakeholders in enhancing their disaster risk knowledge capabilities and will be used to:  

  1. Support & guide national efforts to strengthen risk knowledge for EWS: 
    provide a structured guide on how to strengthen and systematically incorporate risk knowledge for EWS.
  2. Establish a theoretical foundation:  
    • Lay down the theoretical foundations necessary for understanding the importance of risk knowledge in effective early warning and early action;  
    • Clarify the conceptual frameworks and principles underpinning risk assessments, data governance, and the integration of technology and innovation. 
  3. Serve as a capacity building tool: 
    Serve as a foundational resource for delivering capacity-building programs to countries, ensuring a common understanding of risk knowledge concepts and methodologies.
  4. Facilitate interpillar coordination:  
    • Foster a comprehensive understanding of inter-pillar coordination, emphasizing the collaborative approach required for successful EWS implementation;
    • Provide guidance on aligning risk knowledge activities with other pillars and stakeholders in the early warning value cycle. 
  5. Promote stakeholder engagement and inclusivity:
    ensuring the buy-in, contribution and active participation of Pillar 1 implementing partners and others.
  6. Supporting funding proposals and collaborations:
    support the development of funding proposals by offering a menu of options and activities outlined and supported by the toolkit that align with Pillar 1 priorities; provide a thematic framework for collaborations with relevant stakeholder.

Guidance and tools to strengthen risk knowledge capacities for MHEWS

  • Training curricula: For multi-hazard risk assessment

The multi-hazard risk assessment (MHRA) training is designed to strengthen national capacities for developing risk profiles that are essential for early warning early action (EWEA). It begins with a three-day in-person workshop engaging up to 25 stakeholders, including technical experts and decision-makers, to introduce key concepts of MHRA.

  • Technical guidance note and toolkit: Data Ecosystem Maturity Assessment

Effective governance of risk and disaster data is crucial for DRR and MHEWS applications. To support this, a Data Ecosystem Maturity Assessment Framework has been developed, providing countries with a structured, holistic tool to diagnose and characterize the strengths and gaps in their national data ecosystems. 

  • Technical guidance note: Exposure and vulnerability indicators 

A technical guidance note has been developed to support countries in selecting hazard- and sector-specific exposure and vulnerability indicators that are essential for strengthening their EWEA systems.

  • Technical note: Cataloguing landslide hazardous events to better track associated impacts

This technical note aims to improve the cataloguing and impact recording of landslides. It provides insights for national organizations responsible for collecting and storing information on landslide occurrences and impacts.
