Organizational Setting and Reporting Relationships:
Under the overall guidance of the Head of the Regional Office Support Coordination Unit for the International Strategy for Disaster Reduction secretariat (UNISDR) and reporting to the Coordinator for the UNISDR Asia and the Pacific, the Regional Programme Officer will contribute to the implementation of the Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters (HFA). The Regional Programme Officer will, within delegated authority, be responsible for the following duties:

DUTIES AND RESPONSIBILITIES

• Develop and lead in the implementation of a regional communication and influencing strategy for knowledge and partnership activities;
• Serve as the media focal point for the office
• Develop advocacy and communication materials for the UNISDR Asia Pacific Secretariat addressing the needs highlighted under the recent office evaluation.
• Undertake outreach activities of partners; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
• Lead in the promotion of the use of preventionweb.net by partners in the region
• Assist in the planning of high-level advocacy missions in the region;
• Facilitate the work of the ISDR Asia Partnership (IAP); including in particular, servicing IAP meetings, activities and working groups
• Advocate and promote south-south partnership on DRR between inter-governmental organizations, such as ASEAN, SAARC, ECO, SOPAC, APEC, etc.
• Assist in the establishment and implementation of a knowledge management system for the office which supports the provision of necessary administrative and programmatic information to team members on real time basis to enable them to take necessary actions related to work plan delivery;
• Design and implement the collection of regional and country level feedback and inputs on possible ISDR services for regional partners, UN Country Teams and HFA focal points, including for example on sound DRR practices, lessons learned, guidelines and knowledge materials on DRR.
• Design and develop a programme to collect and disseminate DRR knowledge based on the needs expressed by clients at the regional and country levels.
• Assist Senior Regional Coordinator in following up with clients, partners, contractors in work plan delivery.
• Perform other duties as required.

Qualifications:

Education: University degree in business administration, development, environment, political affairs, engineering, international or public relations or combination of relevant academic qualifications and experience in related area.

Experience: At least five years progressively responsible professional experience in the areas associated with this post, such as development in areas of social development, information management, knowledge management, coordination or related fields.

Language: Fluency in English (both oral and written) is required;

Other: Familiarity with disaster risk reduction, the ISDR system and its partners and the Hyogo Framework for Action. Working experience in developing countries. Basic knowledge of relevant institutional mandates, policies, guidelines. Knowledge of the institutions of the UN system. Prior experience or partnership building, knowledge management, and project management would be an added advantage.

Diploma of completed University degree may be requested in due course.
