Togo’s civil protection agency gets a connected situation room for disaster response
This case study describes how Togo is strengthening disaster preparedness and response through the operationalization of a national situation room for the Agence Nationale de la Protection Civile (ANPC). Togo faced recurring floods, storms and climate shocks, while decision-makers lacked a centralized, real-time view of hazard information and a functional national emergency operations centre with integrated data infrastructure. Following a needs assessment by the CIMA Research Foundation, recruited by UNDP, a proposal was developed to equip and operationalize the Centre National des Opérations d’Urgence (CNOU). UNDP procured furniture, computers, servers and software, while technical partners supported interoperability, standard operating procedures and communication protocols.
The case study reports that the national situation room has been equipped, with installation under way, and that interoperability with ECOWAS and African Union Commission systems has been designed into the infrastructure. It highlights completion of a needs assessment, development of an operational proposal, drafting of standard operating procedures and communication protocols, and a validated Disaster Risk Reduction - Climate Change Adaptation (DRR-CCA) budget integration analysis. The publication emphasizes strengthening data collection, processing and dissemination for early warning, preparedness and operational response capacity.
