Somalia leads its own recovery: National ownership after the 2023 Deyr floods
This case study documents Somalia’s nationally led recovery response following the 2023 Deyr floods, which displaced 1.2 million people and caused USD 193.4 million in damages. With support from UNDP, the EU and the World Bank, the Government of Somalia, through SoDMA, designed and led a Rapid Post-Disaster Needs Assessment (R-PDNA) covering 16 flood-affected districts across nine key sectors. The assessment was launched on 11 June 2024 and focused on damages, losses, recovery and reconstruction needs, while strengthening national coordination and ownership of the recovery process.
This case study reports that the R-PDNA was completed across nine sectors and 16 districts, with total recovery and reconstruction needs assessed at USD 250.2 million. Findings were integrated into Somalia’s National Transformation Plan 2025–2029, and a national recovery and reconstruction programme was launched. The publication highlights the development of a Housing Reconstruction and Recovery Policy, new building codes and standards, and the establishment of a Disaster Volunteer Network across 16 districts with 226 trained community volunteers active in early warning, rapid assessment and community mobilization.
