This paper presents a pilot project initiated by the Asian Disaster Preparedness Center in southern Sri Lanka, which helped to address problems and policy issues in relation to flood protection while mainstreaming climate information applications in order to reduce the vulnerabilities associated with paddy farming.

The main lesson learned from the project is that high effectiveness can be generated through implementation of the project through a participatory approach. Another key lesson is that when activities are carried out in the field in a transparent way, this can serve as an advocacy strategy for further replication.

This document is an input paper of the 2015 Global Assessment Report on Disaster Risk Reduction.
