Report from the gender observatory - Women's network of the Americas and the Caribbean for DRR

The 2025 Gender Observatory Report, produced in the context of the Global Platform for DRR in Geneva, marks a milestone in citizen-led monitoring of the Sendai Framework Gender Action Plan. Based on a technical observation of 74 sessions, it shows that women’s participation still faces structural barriers in high-level political and financial dialogues.

The report urges stakeholders to move toward substantive inclusion, presenting its methodology not only as an observation record but as a strategic roadmap to consolidate the Observatory as a permanent accountability mechanism. In doing so, it seeks to ensure that women’s leadership and diversity become central drivers of a truly inclusive and resilient global human security agenda.
