Comoros National Platform for DRR
The Decree No. 12-181/PR, dated 15 September 2012, established the National Platform for Prevention and Disaster Risk Reduction (PNPRRC) in the Comoros.
The General Directorate of Civil Security (DGSC) is the focal agency for coordinating disaster risk management (DRM) and prevention, under the supervision of the Ministry responsible for civil security.
The platform functions as a multi-sectoral advisory body, involving government ministries, civil society, the private sector, development partners, and scientific institutions.
The National Commission of the PNPRRC is the highest body, chaired by the Minister of Interior in charge of civil security, and includes representatives from ministries, parliament, governors of islands, civil society, Red Crescent, development partners, etc.
The National Coordination (operational arm) is chaired by the DGSC and is responsible for implementation, communication among sectoral focal points, and secretariat functions.
Functions and Mandate
The PNPRRC has responsibility to coordinate national DRR / prevention strategies, mainstream DRR into development policies, mobilize resources, and ensure vertical and horizontal coordination of DRR actions.
It also has a role in monitoring, evaluation, and institutionalizing DRR efforts in alignment with national and international frameworks.
The platform promotes stakeholder engagement, especially at regional (island) and local levels, through regional commissions and local committees.
The platform also intersects with climate change adaptation efforts, given that Decree 12-181 includes a mandate to ensure the implementation and ownership of climate adaptation and DRR programs.
