Background

Local governments can reduce the impact of disasters, protect hard-earned local development gains, and enable cities to become more inclusive, safe, resilient, and sustainable. As current challenges range from the ongoing climate emergency, the COVID-19 pandemic, and other shocks and stresses, resilience-building can no longer be a stand-alone issue. It must take into consideration the inter-dependencies between sectors, the interconnectedness of socio-economic factors, the complexity of hazards, and their systemic nature. Understanding and assessing risks, both existing and potential ones, must become an integral part of urban development.

The Making Cities Resilient 2030 (MCR2030) initiative is a 10-year global partnership to accelerate local resilience. MCR2030 provides a clear 3-stage Resilience Roadmap guiding cities towards taking a long-term and continuous approach to resilience investments from awareness-raising to enhanced strategic planning and a whole-of-society approach to implementation.

Organized by UNDRR in collaboration with UNDP, UN-Habitat and GIZ, this session provides insights on various approaches that cities can take for developing a risk-based decision-making process that helps make urban development more sustainable and resilient. It will show examples of how the MCR2030 Resilience Roadmap and risk-informed development approaches advanced by UN entities and partners helps to create synergies to support cities in mainstreaming risk-informed development.

About MCR2030:

Making Cities Resilient 2030 (MCR2030) is a unique global cross-stakeholder initiative improving local resilience by making cities safer, preventing risks, and promoting innovation and investments. Building on the Making Cities Resilient Campaign which began in 2010, MCR2030 welcomes cities, local governments as well as any other parties wishing to help cities prosper through advocacy, knowledge-sharing and city-to-city networks.

About the MCR2030 Resilience Roadmap:

The MCR2030 programmatic approach is built around a three-stage ‘resilience roadmap’ that guides cities on how to improve resilience overtime. The resilience roadmap is flexible and iterative, cities can enter MCR2030 at any stage gaining access to a range of tools and technical advisory inputs delivered by different partners. Cities make commitments to demonstrate progress along the resilience roadmap.

Cities can progress onto the next stage as their needs and commitments to MCR2030 evolve over time and as they reach the milestones, based on set criteria and pledged commitments. The goal of MCR2030 is to move cities to the end of Stage C, where they have mainstreamed DRR/resilience, and focus on monitoring and evaluation, to ensure they maintain the level of resilience achieved.
