Making Cities Resilient 2030 (MCR2030)  is a 10-year global collaboration that supports cities around the world to strengthen their climate and disaster resilience. Aiming to Leave No Municipality Behind in this ambition, MCR2030 offers a simplified 3-stage Resilience Roadmap to guide cities towards taking a long-term and systematic approach to building resilience from enhancing awareness (Stage A) to strengthening the disaster risk reduction and resilience planning (Stage B) and implementation (Stage C), with open spaces for partners to bring in matching expertise. MCR2030 prioritizes strengthening local government capacities and fostering city-to-city learning and exchange. It offers a platform for cities to access knowledge, experience, networks, tools, resources and services in support of their resilience journey to ensure cities become inclusive, safe, resilient, and sustainable by 2030, contributing directly to the achievement of Sustainable Development Goal 11 (SDG11) “Make cities and human settlements inclusive, safe, resilient and sustainable”, and other global frameworks including the Sendai Framework for Disaster Risk Reduction, the Paris Agreement, and the New Urban Agenda. 

This training workshop is divided into two parts:

1. City-to-city exchange: Travel the Resilience Roadmap & Meet your Peers

Since the inception of MCR2030 in early 2021, over 1,300 local governments have made commitments to taking disaster and climate actions, with 14 local governments further pledged to serve as MCR2030 Resilience Hubs with a strong intention to extend their resilience expertise and support other MCR2030 cities. This session will provide space for local governments to learn and share experience along the resilience building journey. There will be opportunities for representatives to meet up with other municipalities and discuss issues of common interest, particularly in reflecting the local government voices in the Mid-Term Review of the Sendai Framework for Disaster Risk Reduction 2015-2030.

2. Training session on Scaling Up Sub-National Sustainable Finance Through Thematic Labelled Bonds

Financing for resilience remains a challenge for local governments worldwide in advancing on resilience building. The Making Cities Resilient Report 2019 reveals that local governments have limited knowledge of approaches for attracting funds for resilience investments. Supporting local government in enhancing capacity to access finance for disaster and climate resilience implementation hence became one of the crucial areas of support envisaged by MCR2030. The outcome of the Global Platform for Disaster Risk Reduction held in Bali, Indonesia in May 2022 also revealed that while there has been some progress, such as in the development of new financing mechanisms and better linkages with climate action, the data still points to insufficient investment and progress in disaster risk reduction in most countries, especially in investing in prevention. This part of the workshop aims to provide an overall understanding of the role of labelled bonds in shifting cities’ financial practices to more sustainable approaches while providing an overview of how these bonds impact the way the market perceives sustainability and what attracts investors and issuers to the green bond market. It will be facilitated by experts from Climate Bonds Initiative (CBI).  Participants completing this part of the training will receive the certificate from CBI and Continuous Professional Development (CPD) United Kingdom.

• To strengthen local governments’ knowledge and understanding on alternative approaches for attracting funds for resilience investments

• Participants could identify good practices on disaster and climate actions and learn from peer cities
• Participants have enhanced understanding on alternative financial instrument for resilience, particularly thematic label bonds
• MCR2030 city-to-city network strengthened
