Training of Trainers on Urban Resilience and Disability Inclusion Scorecard
Background
As cities face increasing risks from climate change, pandemics, and other shocks, the need for inclusive and resilient urban development has never been more urgent. Local governments play a critical role in building resilience, but this effort must be shared across all sectors of society. Persons with disabilities, who often face disproportionate impacts during disasters due to physical, institutional, and attitudinal barriers, must be recognized as key stakeholders in resilience planning and implementation.
Despite representing over 1.3 billion people globally, persons with disabilities remain underrepresented in disaster risk reduction (DRR) processes. Their exclusion not only undermines the effectiveness of resilience strategies but also put persons with disabilities at greater risk. The Mid-Term Review of the Sendai Framework for Disaster Risk Reduction 2015–2030 calls for a whole-of-society approach, emphasizing the meaningful engagement of persons with disabilities and their representative organizations in all phases of DRR.
Inclusive urban resilience requires that the differentiated needs, capacities, and perspectives of persons with disabilities are fully integrated into planning, implementation, and monitoring. Organizations of Persons with Disabilities (OPDs) are uniquely positioned to lead this effort, serving as both advocates and technical experts on inclusion.
To support this, the United Nations Office for Disaster Risk Reduction (UNDRR), through its Regional Office for Asia-Pacific (ROAP) with support from the Global Education and Training Institute (GETI), is organizing a Training of Trainers to build the capacity of OPDs to engage in inclusive urban resilience planning. The training will focus on the use of the Disaster Resilience Scorecard for Cities – Annex for the Inclusion of Persons with Disabilities, a practical tool that enables local actors to assess and improve the inclusiveness of their DRR strategies.
The training is supported by the Department of Foreign Affairs and Trade (DFAT) Australia, Government of Germany through Global Disability fund, and the Government of the Republic of Korea (Ministry of the Interior and Safety and Incheon Metropolitan City).
Objectives
Strengthen capacity of OPDs on urban resilience and inclusive DRR
Provide approaches and tools to further support resilience building and multi-stakeholder engagement at the local level, particularly the use of the Ten Essentials for Making Cities Resilient and the Disaster Resilience Scorecard for Cities, and toolkits to support DRR strategic planning.
Practice using the Disaster Resilience Scorecard for Cities – Annex for the Inclusion of Persons with Disabilities to develop an action plan for enhancing inclusion of persons with disabilities in local disaster risk reduction
Promote the active participation of persons with disabilities and organizations of persons with disabilities in facilitation of local DRR planning and decision-making processes.
