Mechanism for International Science Advice for Disaster Risk Management: Discussion of a proposal to support the post 2015 agenda

The successor to the Hyogo Framework for Action will be agreed at the World Conference on Disaster Risk Reduction in Japan in March 2015. The critical need for science and evidence and the need for a mechanism for international science advice for Disaster Risk Management (DRM) have been raised in many of the negotiations taking place ahead of the World Conference.

Recognizing the importance of research, scientific and technical information for disaster risk reduction, UNISDR established a Scientific and Technical Advisory Group (STAG). There are also a number of other international science programmes, organisations and initiatives active on the science of disaster risk management, including the Integrated Research on Disaster Risk (IRDR) Programme, co-sponsored by the International Council for Science, the International Social Science Council and the UNISDR.

This event is a private meeting for senior representatives of international, regional and national institutions who have a common interest in discussing a new and strengthened mechanism to ensure science, engineering and technology are more effectively used in disaster risk reduction and the successor to the Hyogo Framework for Action (HFA2).

The challenge, working from the existing capacity, is to identify the most effective approach to fulfil the demands for a mechanism for international science advice for DRM whilst also ensuring:

global coverage and visibility in member states
sufficient independence and representation
a fully integrated approach

It is recognised that effective implementation and monitoring of disaster risk management in the post-2015 agreement will require a coordinated, consolidated approach to science and evidence.

The meeting aims to develop a joint statement from participants on their commitment to work together to ensure science, engineering and technology are embedded into DRM. The meeting will also begin to address how the future mechanism might work.
