Lebanese local government progress in disaster risk reduction and consultations on the post-2015 framework for DRR

ساهم إعتماد إطار عمل هيوغو في العام 2005 بزيادة الوعي حول أهمية الحد من مخاطر الكوارث بين البلدان بشكل عام. وحيث أن لبنان معرض لمجموعة من المخاطر الطبيعية والغير طبيعية كان لا بد للبنان من الإستعداد بشكل كاف للإستجابة للكوارث المحتملة. في هذا السياق، تعمل وحدة إدارة الكوارث في برنامج الأمم المتحدة الإنمائي لدى رئاسة مجلس الوزراء بدعم من الحكومة اللبنانية على تطوير إدارة الكوارث وإستراتيجيات الحد من المخاطر المحتملة.

وحيث أن أكثر من 270 بلدية في لبنان قد إنضمت إلى الحملة العالمية المنظمة ضمن مكتب الأمم المتحدة للحد من مخاطر الكوارث UNISDR " تمكين المدن من المجابهة – مدينتي تستعد" التي تهدف إلى مساعدة المجتمعات المحلية لتكون أكثر قدرة على مواجهة الكوارث . هذه الحملة التي يلتزم من خلالها رؤساء البلديات ومجالس المدن والجمعيات الحكومة المحلية بالأساسيات العشر لتمكين المدن على مواجهة الكوارث والتي تم إعدادها بناءً على أولويات إطار عمل هيوغو .

كما وضعت الـUNISDR أداة التقييم الذاتي للحكم المحلي ( LGSAT ) لمساعدة الحكومات المحلية على تقييم التقدم المحرز للحد من مخاطر الكوارث بالإضافة إلى تبيان نجاحاتهم وتسليط الضوء على الثغرات والتحديات التي تواجههم .كما تهدف ورشة العمل إلى التشاور بشأن الأولويات لتعزيز تنفيذ إطار عمل هيوغو على المستوى المحلي بما في ذلك إطار ما بعد عام 2015 للحد من مخاطر الكوارث.

Since the adoption of the Hyogo Framework for Action (HFA) in 2005, greater awareness of the importance of reducing disaster risk has emerged among countries. Since Lebanon is subjected to a range of natural hazards, it was perceived to be critical for the country to be adequately prepared to respond to such disasters. In this context, disaster risk reduction (DRR) programs have been supporting the Lebanese Government to develop disaster management and corresponding risk reduction strategies.

Currently, over 250 municipalities including unions in Lebanon have been supported by UNDP to join the UNISDR World Disaster Reduction Campaign “Making Resilient Cities – My City is Getting Ready” that aims to achieve resilient, sustainable urban communities. The campaign engages the commitment of Mayors and city councils and their local government associations to a ten-point checklist adapted based on the HFA priorities. UNISDR also developed the Local Government Self-Assessment Tool (LGSAT), a self-monitoring tool provided to all participating cities of the campaign. It assists local governments to assess DRR progress, and helps them in addressing their successes as well as their gaps and challenges.

Purpose:
This one day meeting in Lebanon will be within the Making Cities Resilient Campaign, and will focus on assisting local governments to measure their progress in DRR through the Local Government Self-Assessment Tool (LGSAT). Results and lessons learned from the LGSAT reports will inform and feed into the development of the national HFA reports and the Arab regional local synthesis report on DRR. In addition to assisting with the reporting it also aims to consult on the priorities for enhanced implementation of the HFA at local level. The meeting will also hold consultations on the Post-2015 framework for DRR.
Expected Outputs

(a) Guidance provided to Lebanese cities to measure their progress in disaster risk reduction through the local government self assessment tool ( LGSAT)
(b) Identify key messages for a post-2015 framework for disaster risk reduction to enhance Local Government leadership in Lebanon
