The Gender Observatory of the Women’s Network of the Americas and the Caribbean for Disaster Risk Reduction (GEO) is a collective, volunteer-led initiative that seeks to highlight and analyse how gender-responsiveness, diversity and intersectionality are reflected in global governance spaces.

During the VIII Global Platform 2025 for Disaster Risk Reduction (GP2025), convened by UNDRR and the Government of Switzerland, the Observatory monitored 74 sessions—formal, preparatory and special—through a team of volunteer observers from the LAC Women’s Network for DRR.

Using an observation-based methodology, the exercise combined qualitative and quantitative approaches to assess the inclusion and participation of women and diverse groups in both content and discourse. Its purpose was not only to measure presence, but also to uncover the power dynamics and symbolism that shape who participates, how they are heard, and from which positions disaster risk reduction policies are constructed.

Implemented at the first global forum following the launch of the Sendai Framework Gender Action Plan (Sendai GAP) in 2024, the Observatory aimed to apply a pioneering approach in support of feminist advocacy and accountability in high-level international DRR spaces.
