IBC: Advancing Early Warnings for All: Key Insights from the LAC Regional Meeting
- English
The Issue-Based Coalition (IBC) on Climate Change and Resilience, co-chaired by UNDRR and UNEP, hosted a virtual meeting to advance the Early Warnings for All (EW4All) initiative. The session was led by Jennifer Guralnick (UNDRR) and brought together Resident Coordinators (RCs) and UN Country Teams (UNCTs) from across the Latin America and Caribbean (LAC) region, along with experts from various UN agencies.
Objectives
The meeting aimed to:
Deepen understanding of the EW4All framework and its four pillars, emphasizing the importance of early warning systems in disaster risk reduction.
Share governance insights and practical experiences, including a case study on Hurricane Beryl.
Discuss regional coordination, financing mechanisms, and strategies for expanding EW4All implementation beyond the initial rollout countries.
Highlights
Overview and Pillars: Presentations on the four pillars of EW4All were delivered by UNDRR, WMO, ITU, and IFRC, offering guidance on building integrated early warning systems.
Governance and Practical Application: Simon Springett, UNRC for Barbados and OECS, showcased lessons from Hurricane Beryl to illustrate the life-saving potential of early warnings in disaster resilience.
Financing Mechanisms: UNDRR, UNDP, and WMO experts discussed funding opportunities, including CREWS and SOFF, for strengthening early warning infrastructure.
Interactive Q&A Session: Moderated by Bárbara Tapia (WMO), the discussion addressed challenges, solutions, and next steps for scaling up early warning initiatives across the region.
Impact
The event reinforced regional collaboration’s critical role in advancing early warning systems and aligning efforts with the Sendai Framework and the 2030 Agenda for Sustainable Development. Participants gained practical insights to enhance resilience and integrate early warnings into national and regional strategies.
This meeting marks a significant step toward building systemic resilience in LAC through the expansion of the EW4All initiative.
